2,000 robotaxis are coming to five European cities. The company driving them is Chinese.

Pony.ai and Uber said on 13 August they will expand their partnership to deploy more than 2,000 robotaxis across Europe, growing from the commercial service already running in Zagreb to four further cities that neither company named. Pony.ai supplies the Level 4 driving system — its Gen-7 stack on Arcfox Alpha T5 vehicles is already road-testing in Zagreb — while Uber provides booking, payment and customer service, and local partners own and operate the fleets; in Croatia that partner is Verne. The companies also said they plan to deploy in the Middle East. Pony.ai runs paid driverless services in China's four tier-one cities and says it has reached city-wide breakeven unit economics in several of them. No timeline and no city list were given.

Why it mattersBreakeven is the claim to watch. Robotaxis stayed a demonstration for a decade because every ride cost more than it earned; a company saying it has crossed that line across whole cities is saying the demonstration phase is over. What follows is the uncomfortable question for Europe. The first robotaxi fleets at scale on European streets will be built and driven by a Chinese company, booked through an American app, with a local firm holding the keys and the liability. Europe has written the rules for this technology faster than anyone. It is not the one building it.
