Amazon's next AI data center comes with its own 7.65-gigawatt gas plant — and America's largest pollution permit

Amazon confirmed on Friday, August 8 that it is behind a data center campus in Pecos County, West Texas, powered off the grid by a 7.65-gigawatt natural gas plant being developed by Pacifico Energy. The plant would run 35 turbines and be larger than any gas plant currently operating in the United States. The Texas Commission on Environmental Quality has granted it an air permit allowing up to 33 million tons of carbon dioxide a year — the largest air permit issued in the country, and more than any single American power plant currently emits. Amazon says the site will be powered by new on-site generation that will not raise electricity costs for Texas families, and it still lists 2040 as its net-zero target. Satellite images from late July show land clearing already underway, and Amazon is aiming for first power in early 2027.

Why it mattersEvery chatbot answer has an electricity bill behind it, and this is what that bill looks like when a company stops waiting for the grid and builds its own power station instead. Gas plants do not only release carbon dioxide: they emit fine particulate matter, nitrogen oxides and hazardous pollutants such as formaldehyde and benzene, and the people breathing them live in Pecos County, not in the cities where the AI gets used. It also sets a template — off-grid, self-powered, permitted at a scale no regulator has had to weigh before.
