California will license the people who inspect AI, not just the AI.
Governor Gavin Newsom signed two bills on 9 September that build the first American AI audit system. One sets rules for outside firms that check whether AI obeys state law. The other opens a public register of auditors by 2029, and OpenAI and Anthropic backed both.
Why it mattersRules only bite if someone independent can check them, and until now nobody said who that is. From 2029 an unregistered auditor cannot sign off a check the state requires.
